
The Pomona site was handed over to Geo Pomona Waste Management Private Limited on the 28th of April 2022. The City of Harare concluded a Build, Own, Operate and Transfer (BOOT) joint venture agreement with Geo Pomona Waste Management Pvt Ltd with a contractual lifespan of 30 years. This project is aimed at transforming the Pomona dumpsite into a modern urban waste management facility for the City of Harare and its residents, elevating the city’s urban waste disposal capabilities to modern standards.
The benefits of such a milestone are extensive. In a joint statement signed by Acting Harare Town Clerk, Engineer Phakamile Mabhena Moyo and Geo Pomona Waste Management Pvt Ltd, CEO and Executive Chairman Mr Dilesh Nguwaya, both parties promised to work harmoniously. A full handover-takeover inventory was undertaken on the 28th of April 2022, with a certificate, as agreed, and signed by both parties. It was agreed that for 30 years, the City of Harare and Geo Pomona Waste Management Pvt Ltd should work hand-in-hand to ensure the contract was carried through to its successful conclusion.
The waste to energy plant will generate 22MW of electricity that will be fed into the national grid. Geo Pomona Waste Management Pvt Ltd is projected to generate at least 400 jobs while the structures are being built and boost economic growth. Mr Nguwaya noted that the station would complement other independent power producers. He said, “Geo Pomona Waste Management Pvt Ltd looks forward to putting up a state-of-the-art plant, the best in the country, if not in the region”. Acting Harare director of works Engineer Gerald Mutumhe said the handover will establish a 30-year business venture under the build-own-operate-transfer model. A city engineer, Mr Keith Mapunzamoyo, said Harare received a proposal in 2019 which was reviewed at different stages up to 2021, including carrying out feasibility studies and touring similar projects carried out in other countries, including Italy. The contract was approved by Cabinet on the 14th of February 2022 and signed by Harare City Council and Geo Pomona Waste Management Pvt Ltd on the 9th of March 2022. The project was awarded National Project Status.
